We are looking for a success focused and hands on technical leader responsible for leading a high performing team of integration experts responsible for the continual improvement, innovation and support of the council’s entire catalogue of services and applications across the council maintaining and striving for the best services possible to our customers, residents and businesses.
The Role:
As Corporate Systems Lead you will be accountable for managing the area of technical integration within our entire business systems corporate portfolio having an overarching responsibility for the day to day operational management of the Council's infrastructure and applications.
This is a hands-on role and the post holder will be expected to be comfortable undertaking technical activities as part of the team including performing complex upgrades and supporting integrations across the estate.
Although the role is guided by the desired outcomes from our Digital Strategy, the role requires a person who is able work on their own initiative, with a passion for proactive and innovative work patterns. The postholder will be able to influence the organisation, customers, suppliers, partners and peers on the contribution of their own specialism, performing an extensive range and variety of complex technical and/or professional work activities, and advises on the available standards, methods, tools and applications.
Key Accountabilities:
The successful applicant will be expected to:
- Have oversight of multiple competing activities, often within demanding deadlines, with a range of complexities that impact the delivery of services to the whole Council.
- Build and implement relevant strategies to support the delivery of Digital Services both within the council and the wider borough.
- Plan, organise and control the mid-term (annual) objectives for their team/members
- Communicate to a wide variety of stakeholders including Councillors and Directors able to inform and influence key technical decisions.
- Lead in a fast-paced change environment working within formal service, change and project methodologies Prince2, Itil, Togaf.
- Analyse and evaluate situations, with input from senior colleagues, creating what-if scenarios, reasoning based on the information, experience and knowledge to arrive at one or more options, and draw effective conclusions, upon which to provide decisions at an operational day-to-day level.
- In the absence of the Senior Business Apps Manager this role will be required to deputise and act as the primary escalation point and communication channel to/from all other Digital Services teams. This service may be provided 24 x 7 x 365. As such, there may be times when the post holder is required to be available out of hours, including weekends.
- Ensure that corporate/departmental people practices are understood and implemented within your service
- Monitor and evaluate your team’s performance and recommend areas for improvement based on evidence. Coaching and supporting staff to develop their skills in alignment with the needs of the business
- Collaborate constructively with partner organisations and other stakeholders including internal services and colleagues
- Build a culture of trust in your team based around transparency and knowledge sharing
Essential Skills/Experience
- Strong technical work back ground with at least 5 years Application Integration experience
- Leading a team of Senior Applications Integration Engineers and DBA with the ability to engage, coach and motivate teams and set clear targets and expectations
- Experience in implementation and support of IT systems on leading Cloud platforms preferably Azure with relevant certification
- Detailed understanding of Infrastructure, network, database, security and IAM for cloud-based solutions
- Hands on experience in performing critical system upgrades
- Knowledge of server-side technologies (i.e. ASP and JSP)
- Customer relations and Stakeholder management
- Good English literacy (written, and verbal for customer facing roles) and numeracy skills
Desirable
- Digital Services Service Support and Delivery Management
- SQL database and coding experience (MySQL or MSSQL)
- Powershell experience
