Overview:
The Head of Employee Relations will:
Harrow Council are currently recruiting for a Head of Employee Relations to join HR & OD Division.
The Head of Employee Relations will:
- Lead and manage the HR Team providing expert and generalist HR advice, guidance, insight on Employment policies and Employee Relations / Case Management processes, to allow for a consistent practice /fair application for resolutions and interventions.
- To ensure the provision of customer-focused HR solutions to directors and senior managers through legally compliant advice, guidance, mentoring and coaching across the organisation.
- Pro-actively encourage opportunities to develop knowledge and capability with directors and senior management teams as they relate to the management of people and wider employee relations.
- Lead and develop the Council’s Employee Relations strategy, plan and processes, with a focus on developing a positive employee relations climate during complex organisational change.
- Develop effective working relationships and strong partnership with all relevant stakeholders both internally (with a client focus for internal departments) and externally (with Unions/government bodies/agencies).
- Develop and establish Employee Relations / Case Management best practice for related activity culminating in a range of case management analytics for reporting to ensure cost effective focus performance.
- Establish and develop a dedicated /HR advisory service for Schools specifically on the service levels, commercial and customer focus with the appropriate resources and expertise.
- Work collaboratively as part of the HR Team in accordance with strategic objectives and specifically ensure all Employee Relations processes are followed in compliance with relevant Council policies and procedures.
The successful applicant will have:
- Significant knowledge and understanding of current ER/ HR practices / and employment / recruitment / case management, including the revision of practice and team development.
- Comprehensive knowledge and understanding of best practice modelling as it relates to both HR related services (ER case management) and the delivery of value for money and savings.
- Significant experience of leading and managing an /HR Team in a large, divers and complex organisation and advising Senior Leadership management teams.
- Clear and robust understanding of the technical, and legal aspects of Employment policies and processes to ensure successful and robust interpretation and resolutions.
- Strong analytical ability with attention to detail, specifically focusing on analysing and interpreting complex statistical data including trends and performance management data, with a view to producing accurate and meaningful reports.
- Inclusive team worker who can foster partnerships, work collaboratively across teams to achieve desired performance and outcomes in a demanding and pressurised environment independently and as part of a team.
- Fully CIPD qualified or equivalent.
