Home Office Intelligence has a primary purpose of developing credible, and timely intelligence in order to seek out the illicit movement of cargo and people by identifying focused intelligence leading to better and more targeted outcomes. We keep the country safe by delivering the right intelligence at the right time to enable better interventions that will prevent harm to the UK.
The Sensitive Intelligence Officer collects intelligence and supports the evaluation of collection plans and Intelligence requirements, assessing threat, risk, harm, vulnerabilities and opportunities which exist and identifying gaps. They are responsible for the mainstreaming of sensitive intelligence and preserving the integrity of original sources. They manage the assessment and dissemination or intelligence product and provide advice on appropriate tactical options to support Home Office Intelligence priorities.
They work as part of a wider gateway function in enterprise with Law Enforcement partners to access sensitive equities and manage sensitive intelligence on behalf of Border Force and Immigration Enforcement.
Responsibilities
Duties include but are not limited to:
- Collecting information, data and intelligence ensuring any high-risk issues are rapidly identified; adhering to handling conditions and safeguarding of tactics.
- Preserving statutory secrecy and duty of care obligations in relation to technical and human intelligence assets and sensitive collection methods.
- Supporting the Home Office and other law enforcement with covert tactics and deployments.
- Enhancing and disseminating intelligence to relevant parties, in line with confidentiality, sensitivity and duty of care policies and relevant legislation to ensure intelligence is processed correctly.
- Gathering, researching and evaluating information (in accordance with a defined and agreed collection plan where applicable) to identify gaps, and patterns, and inform (de)briefing, tasking and relevant authorities (where appropriate and in accordance to principles of legality, necessity and proportionality).
- Preparing and delivering intelligence products to clearly and accurately inform decision making and providing advice on tactical options.
- Establishing and maintaining networks with internal and/or external partners at all levels of seniority to ensure appropriate information sharing in support of a timely response and to achieve shared objectives.
- Adhering to all legal frameworks, key working principles, policies and guidance relevant to the role to ensure information and intelligence is handled and processed legally.
- As part of a centre of excellence, providing advice and support to raise corporate standards in relation to the administration and management of sensitive intelligence. Ensuring compliance of all staff working within the SIU arena complies with Sections 57, 58 & 59 of Investigatory Powers Act 2016.
- Carrying out applications under Regulation of Investigatory Powers Act (RIPA) Investigatory Powers Act (IPA) in order to progress intelligence development and evidential opportunities.
- Maintaining awareness of innovation within intelligence to ensure implementation of latest techniques and tactics, best practice, and information relevant to the role.
Please note applicants may have to travel to remote locations at unsociable hours where there is no public transport therefore a full valid UK manual driving licence is essential.
Please also note applicants must hold or obtain Developed Vetting (DV) security clearance prior to starting in the role and be willing to obtain STRAP clearance once in post.

Essential criteria
The successful applicant must be able to demonstrate:
- The ability to maintain the highest levels of integrity, discretion and confidentiality.
- Relevant experience relating to intelligence collection and exploitation gained from law enforcement, government, security, regulatory and investigatory work.
- The ability to seek out and identify a range of information to identify patterns, trends and options, to solve multifaceted and complex problems.
- A clear understanding of information management and data integrity issues.
- Experience of identifying, assessing and managing risk within a law enforcement/ national security / regulatory/ investigatory environment.
Desirable criteria
- A thorough understanding and recent practical experience of covert investigation/intelligence gathering techniques, including procedures and processes under the provisions of Regulation of Investigatory Powers Act (2000) (RIPA), Investigatory Powers Act (2016), (IPA), Police Act, European Convention of Human Rights (ECHR) and Criminal Procedures Investigations Act (CPIA).
- The ability to quality assure intelligence products and negotiate with and influence senior managers based on data and analytical outcomes.
- Good understanding of the use of intelligence by law enforcement/government.
- The ability to develop trusting relationships with a variety of stakeholders to collaborate and ensure that their needs and concerns are fully understood and responded to in an appropriate way.

Selection process details
This gives us the best possible chance of finding the right person for the job, drives up performance and improves diversity and inclusivity.
As part of the application process, you will first be asked to confirm your eligibility by providing some basic personal information.
After submission of this first stage, you will be invited to complete a Civil Service Verbal Test. If you successfully pass this test, you will then be invited to complete the full application form. Please complete the online test as soon as possible (within 24-48 hours is recommended), the closing date for the test and full application form is 23:55 on 19th December 2022. If you fail to complete the online test or full application before the deadline, your application will be withdrawn.
Guidance for the test will be available when you are invited to take the test. The test is administered online and accessed via the Civil Service Jobs website.
You CANNOT complete the Tests on a mobile phone or tablet.
Following successful completion of the test, you will then be asked to complete:
- a statement of suitability (personal statement) (maximum 750 words)
- provide evidence of the behaviour Delivering at Pace (250 words maximum)
The statement of suitability should be aligned to demonstrate your skills and experience for the role and how you meet the essential criteria as detailed in the job description.
The sift will be held on the behaviour Delivering at Pace and the statement of suitability (personal statement).
If you are successful at sift stage, you will be invited to an interview which will be a blended approach of strength-based questions and behaviour-based questions.
Sift and Interview dates
Sift is expected to take place week commencing 2nd January 2023.
Interviews are expected to take place week commencing 23rd January 2023.
We will try to meet the dates set out in the advert, however on occasions these dates may change.
Interviews will be carried out via video. Candidates will be required to have access to:
- A laptop (personal or work) with a working webcam
- Good internet connection
- Skype for Business/Microsoft Teams

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
A location based reserve list of successful candidates will be kept for 12 months. Should another role or similar role become available within that period you may be offered this position.

Annual Hours Working Allowance
We operate 24 hours a day, 365 days of the year and you would be required to work flexibly and operate over a 24/7 shift rota, this can include: Night shifts; Early morning starts, sometimes before 6am; Late night finishes, sometimes after midnight; Weekend and Public Holidays; Shifts can vary in length and can be up to 12 hours; Shifts that change or extend according to business need.
These posts include shift allowances which varies by flexibility, shifts, location; however, the average allowance is between 30% and 36% which is subject to an annual review. You would be deployed to a range of different duties, shifts and locations and should expect to have a variance in the AHW dependent on the varying duties and shifts. The actual % of AHW paid will be for each region/port to decide, as these will be different depending in which port you may work.
Age: These are shift working roles and so you must be 18 years or over.

Appearance
As part of this role you will occasionally be required to wear a uniform (which will be provided). Staff must ensure that their uniform is worn correctly, in line with these uniform standards, is kept clean and is well presented. To support this requirement, adequate uniform supplies will be available and issued. Uniformed staff represent their organisation at all times and should ensure that their dress and personal appearance reflects this responsibility.
Tattoos, including henna
A non-offensive visible tattoo is permissible, as long as it is not on the face or on the front or side of the neck (above the collar line). Tattoos behind the ear lobe on the back of the neck are also acceptable within these policy guidelines. You will be required to cover tattoos, when it is seen as appropriate for certain official events, e.g. State Funerals, Opening of Parliament, Remembrance Parades and other Ceremonial events. Under no circumstances should tattoos which could be considered offensive be visible. Examples of these include discriminatory; offensive; undermine political neutrality i.e. rude, lewd, crude, racist, sexist, sectarian, homophobic or violent tattoos.
Hybrid working
Hybrid working is available as part of this role with a minimum office attendance of 60%. This is subject to continual review. There may be occasions when 100% attendance is required due to operational requirements and activity.
