The Short Breaks Inclusion Coordinator is a NEW role designed to strengthen, improve and develop the inclusive Short Breaks offer for children and young people with disabilities across Norfolk. Norfolk County Council supports early help and prevention and Short Breaks is crucial to allowing children, young people and their families much needed time and a break from everyday life. Accessing appropriate community services is vital in aligning services to being able to meet the needs of all children, young people and their families accessing this vital statutory service.

Short Breaks are provided by schools, wider private providers, families/carers and internal/external partners to Norfolk County Council. Improving the universal Short Breaks offer that everyone can access alongside the implementation of our new three-year Short Breaks Strategy. Providing a richer, more inclusive offer providing families with greater choice and control over how their needs are supported.

Short Breaks is an ever-changing and requires a proactive approach. Working with partners, this role is key to drawing on wider services in the community to create a more inclusive offer.

This new role is pivotal in proactively driving forward change linked to our new Short Breaks Strategy 2023/26. For us to deliver an outstanding service we have worked with parents/carers and partners to coproduce our BIG 10 objectives that we are committed to achieving.

These include:

  • Parents/carers, children and young people have the opportunity to access and choose more inclusive universal provision across Norfolk, such as after school clubs, holiday clubs.
  • Parents/carers, children and young people that are eligible for Short Breaks access a community Short Breaks clubs and activities offer, making friends and having their needs met enabling good outcomes.
  • Parent/carers are able to have a break in the knowledge that their child(ren) is/are safe and well-cared for by trained staff.
  • Providing community Short Breaks and respite for families at the right point in time, reducing escalation of need and reducing chances of families reaching breaking point.
  • Children and young people with disabilities are supported to become more independent, achieving positive outcomes moving into adult life, but recognising this will mean something different for every young person.
  • Parents/carers, children and young people are communicated with effectively and feel involved in the application and review process.
  • Giving opportunities and support to access Personal Assistants or pre-paid cards through a Direct Payment Scheme (families are aware of the Direct Payment Support Service and how to contact it for advice/support and making it clear that Personal Assistants will be appropriately trained).
  • Families in need of more intensive or specialist respite are supported to access provision that meets their needs, which may include overnight respite.
  • Supporting families and siblings to enjoy activities that are fun and inclusive, providing a break for all.
  • Creating opportunities for all children and young people with a disability to Flourish in Norfolk.
